OZARK CITY COUNCIL REGULAR SESSION
April 10, 2017
5:30 p.m.
Mayor McNutt opened the council meeting at 5:30 p.m. Present: Mayor McNutt, Clerk Eveld,
Attorney Jeff Phillips, Alderpersons Warden, Holman, Hall, Anderson, Flanary, and Waters.
Anderson Gave the invocation and Waters led the pledge.
All were present. Mayor McNutt welcomed everyone and called the meeting to order.
Hall motioned to approve the minutes and financial statements, seconded by Holman, on a roll vote,
the following voted: Aye: Holman, Hall, Anderson, Waters, Warden, Flanary. No Nays.
Committees/Commissions:
Hall said that the parks and rec were taking applications for pool manager and lifeguards.
Department Heads:
Chief Eveld came in from a call at the last minute and reported that he needs to pass a resolution
regarding raising fees on BLS calls. Jeff read ordinance 2017-8 and Kevin read the increases and
explained them. Holman motioned to approve ordinance 2017-8 seconded by Anderson. Holman
motioned to dispense with second and third readings and read by title only, seconded by Hall. On a
roll vote, the following voted: Aye: Holman, Hall, Anderson, Waters, Warden, Flanary. No Nays. a
motion to9 adopt was made by hall seconded by Anderson. . On a roll vote, the following voted:
Aye: Holman, Hall, Anderson, Waters, Warden, Flanary. No Nay. Next Kevin asked council to approve
three new volunteer firemen. Jason Russell, Jim Reid and Shane Cooper. Anderson moved to
approve these three seconded by Holman. On a roll vote, the following voted: Aye: Holman, Hall,
Anderson, Waters, Warden, Flanary. No Nays
Council needs to reflect in these minutes that they approve the widening 12 th street per Tracee
McKenna. Holman moved to move forward with widening 12 th street seconded by hall. On a roll
vote, the following voted: Aye: Holman, Hall, Anderson, Waters, Warden, Flanary. No Nays there are
two resolutions that need to be passed. On is a mitigation plan and the other is an excessive force
resolution for this grant. Jeff read resolution 2017-4 and hall motioned to adopt seconded by waters.
On a roll vote, the following voted: Aye: Holman, Hall, Anderson, Waters, Warden, Flanary. No Nays
next the excessive force resolution 2017-5 was read by Jeff and Susan motioned to approve
seconded by Warden. On a roll vote, the following voted: Aye: Holman, Hall, Anderson, Waters,
Warden, Flanary. No Nays
Next council discussed the solid waste permit. Since we went over on our tonnage at the transfer
station ADQ is requiring we secure $22,000 instead of $11000.00. Hall motioned to approve adding
the additional funds to the ADQ securities seconded by Holman. On a roll vote, the following voted:
Aye: Holman, Hall, Anderson, Waters, Warden, Flanary. No Nays
The mayor then told council that our leas is up on the 12 th of May for trash service and we will be
taking bids for trash service.
Next Jeff read ordinance 2017-5 to rezone 107 S 1 st street from R2 to C1. Jeff read the ordinance and
a motion to approve was made by Holman seconded by Warden. On a roll vote, the following voted:
Aye: Holman, Hall, Anderson, Waters, Warden, Flanary. No Nays Holman motioned to waive
seconded and third readings and read by titel only seconded by hall. . On a roll vote, the following
voted: Aye: Holman, Hall, Anderson, Waters, Warden, Flanary. No Nays motion to adopt was made
by hall seconded by Holman. On a roll vote, the following voted: Aye: Holman, Hall, Anderson,
Waters, Warden, Flanary. No Nays
Hall asked if the mayor had spoken with Loves and he said he has and they are working on the issue.
Next Hall asked if Tiny Homes has been discussed. Mayor McNutt said Planning Commissioner
Charlie Meadors is looking into it. Next hall asked for a light in the round a bout. Kevin said he would
check on this.
A motion to adjourn was made by Anderson, seconded by Holman. On a roll vote, the following
voted: Aye: Holman, Hall, Anderson, Waters, Warden, Flanary. No Nays.
