OZARK CITY COUNCIL REGULAR SESSION
December 12, 2016
5:30 p.m.
Mayor McNutt opened the council meeting at 5:30 p.m. Present: Mayor McNutt, Clerk Eveld, Attorney Jeff Phillips, Alderpersons Warden, Holman, Hall, Anderson, Vicars, and Waters.
Anderson moved to move Mr. Nagy to the top to do his presentation seconded by Vicars. On a roll vote, the following voted: Aye: Holman, Hall, Anderson, Waters, Warden, Vicars. No Nays.
Mayor McNutt invited Mr. Nagy to take the podium. He came to the front and presented Mayor McNutt with a plaque proclaiming the city of Ozark as a purple heart city. He also gave Mayor McNutt a lapel pin.

Fire Chief Eveld reported that he received a grant for $50,000 for a new rescue truck and wants to pay for the remainder with 833 funds, but is asking council if city general can front the additional $100,000 and then 833 pay the fund back over four years. Phillips recommended Eveld check with legislative audit before doing this to make sure they are okay with it.
Next Holman asked for an update on the multi-use facility. Eveld gave a report that the pool people should be here next week, and some interior plumbing work has been done. He said that we should get final pricing on the Reno for water, city hall, and police next week also. Waters asked how the 10 million was supposed to be spent. Eveld said $7 million on the multi-use facility, 3 million on emergency services, split between police and fire. Holman expressed a desire to have a report monthly on the funds expenditures. Clerk Eveld said she would provide something.
Eveld then said he, the mayor, the police chief and the city clerk are wanting to go through all ordinances and make needed updates. Waters asked the city to look into the property of Jerry Don Kelly’s house that is in disrepair. Mayor McNutt said Mr. Kelly has not been located yet. Hall said she has had lots of calls on abandoned vehicles in the city. Anderson inquired of Chief Eveld if he was able to handle the call volume of first responder/fire/inspections and now code enforcement too. Eveld said he could handle it short term. He is looking to hire someone after the first of the year. The new hire he had backed out.
Eveld then said he is looking into a spay/neuter program where feral cats are turned back out after being spayed and neutered which in other cities has alleviated the issue. Vicars warned residents to not feed the feral population. This contributes to other issues.
Next Police chief Bramlett said Grant Nicely may be gone after April or May to be on active duty for the military. He said that the county jail is talking about shutting down which will affect the city police department. Mayor McNutt said Judge Bowman is working on a solution. Bramlett announced shop with a cop is Tuesday and Wednesday this week. Hall said it is a worthwhile endeavor.
Next Water Super Zolliecoffer reported that there is a n 8 “clay sewer main under the new multi-use facility and it needs to be replaced. He will pay for it out of his construction funds with city approval, but the parts will go over $10,000 so he needs approval. Hall made a motion seconded by waters. On a roll vote, the following voted: Aye: Holman, Hall, Anderson, Waters, Warden, Vicars. No Nays.
This will save the city quite a bit of money. Cecil said he can do it for about $5,000.00.
New Business:
Pinnacle Telecom then took the podium and said that they are looking to do business in the city of Ozark. He said that they propose to run fiber optic cable from the college down 23 and 64, then out. They are looking mainly at business but would allow residents on if they are on this route. Then they will expand. Waters asked what service would cost and he said for 1 up and 5 down, $54.95 for business or home.
They said they would be a provider for Ben with WOW. He is asking what channels he needs to go through to get the city to sign on. Mayor McNutt said that we have an internet committee that they would meet with. They will set up the meeting after the council meeting.
Next, Christmas bonuses were on the agenda. Mayor McNutt proposed the city pay $100 to each full time employee and $50 to part time employees. Hall motioned to pay as recommended seconded by vicars. On a roll vote, the following voted: Aye: Holman, Hall, Anderson, Waters, Warden, Vicars. No Nays.
Next was the budget review. Susan said Franklin co taxes should be back up to where they were last year and asked if the Pool addition, and the grant matching funds could come out of what’s left of this year’s budget, and just carry it forward to next years budget. That way we would be back in the black. Eveld said that yes, that could be done. She will add those items to the budget for approval at the January meeting. She will make adjustments to the budget and email it to council for their review and council could vote to approve budget for 2017 at the January council meeting.
Next was the salary ordinance. Jeff read ordinance 2016-23. Holman motioned to approve seconded by Hall. On a roll vote, the following voted: Aye: Holman, Hall, Anderson, Waters, Warden, Vicars. No Nays.

Jeff read by title only. A motion to adopt was made by Holman seconded by hall. On a roll vote, the following voted: Aye: Holman, Hall, Anderson, Waters, Warden, Vicars. No Nays.
Next was ordinance 2016-22 Rezone 614 W College from R1 to C2. Jeff Read ordinance 2016-22. Hall motioned to approve seconded by Vicars. On a roll vote, the following voted: Aye: Holman, Hall, Anderson, Waters, Warden, Vicars. No Nays.

Jeff read by title only. A motion to adopt was made by Hall seconded by Holman. On a roll vote, the following voted: Aye: Holman, Hall, Anderson, Waters, Warden, Vicars. No Nays.
Next on the agenda was adding three volunteer firemen to the roster. Joe Finley, Scott Trotter, and Chuck Lawless. Hall motioned to add these three firemen seconded by Vicars. On a roll vote, the following voted: Aye: Holman, Hall, Anderson, Waters, Warden, Vicars. No Nays.
Public Input:
Chief Eveld announced the Christmas luncheon would be held December 22nd at noon at fire station one. Hall said she would like to contribute to this dinner. Others echoed her desire.
Next Mayor McNutt said he has one more item, he presented Victoria vicars with a plaque to commemorate her service to the Ozark City Council over the past two years. He said that she makes a difference, and though she would not be on the council she would still be active in other ways. He thanked her for her service and everyone applauded.
A motion to adjourn was made by Vicars, seconded by Anderson. On a roll vote, the following voted: Aye: Holman, Hall, Anderson, Waters, Warden, Vicars. No Nays.
