MINUTES OF THE REGULAR MEETING
OF THE OZARK CITY COUNCIL
November 9, 2020
Ozark City Council Meeting Room
A Regular Meeting of the Ozark City Council was held on November 9, 2020 a 5:30 p.m. at the Ozark City Council Meeting Room in City Hall. Present were Mayor Roxie Hall, City Attorney Kevin Barham, Deputy City Clerk/ Treasurer Marla Ward, and Alderpersons, Rex Anderson, Susan Holman Brandy Flanary, not present Charlie Meeker, Randy Melton, and Aerial Nicely.
After Call to Order by Mayor Hall, Rex Anderson gave Invocation, followed by a Welcome and the Pledge of Allegiance led by Randy Melton.
Upon a roll call, a quorum was declared to exist for the meeting. Randy Melton moved for approval of the Minutes from he October meeting. This motion was seconded by Charles Meeker, and upon a roll call vote all Alderpersons voted aye, and the minutes were approved.
Financials: A motion to approve the Financial Report was made by Rex Anderson and Report seconded was by Aerial Nicely. Upon a roll call vote, all Alderpersons voted aye, and the Financial approved.
Budget Report was given by Charlie Meeker. The budget for 2021 is near completion and there will be a meeting December 1, 2020 at 4:30. Meeker encouraged all Alderpersons to attend.
Cemetery Committee report was given by Brandy Flanary. There was a discussion on updating he entrance to the cemetery and removing the chain-link fence. They used OAYO entrance as an example to what they are thinking about for the replaced entrance. Money from revenue taken in this year would be used. Rex Anderson suggested to let he public have an input on the update. A dialogue was started regarding the need to purchase additional land in the future for more plots. These subjects will be discussed more in the December meeting.
Charlie Meeker gave the report for the Fire& Police Committee. There was little to report . Nick Trotter was out sick for the meeting and Devin Bramlett requested more money to cover postage.
Randy Melton gave the report for the Policy & Personnel Committee. He stated that they had worked several months on he employee handbook and the rough draft was completed. Kevin Barham and the Alderpersons had looked over the draft prior to the meeting and Randy Melton suggested that we move forward with the handbook. A motion to read Ordinance No. 2020-17 was made by Charlie Meeker and Rex Anderson 2nd the motion. Upon a roll call vote, all Alderpersons voted aye, and motion to read was approved. Mr. Barham then read the Ordinance. A motion to dispense with the 2nd and 3rd reading and vote by title only was made by by Brandy Flanary. Upon a roll call vote, all Alderpersons voted aye, and the motion was approved. A motion to approve Ordinance No. 2020-17 was made by Randy and Melton Ordinance and a 2°No. d was made by Rex Anderson. Upon a roll call vote, all Alderpersons voted aye, 2020- 17 was approved.
This Ordinance No. 2020- 17 being necessary for the preservation of the public peace, safety, an emergency is hereby declared to exist, and this Ordinance shall be in full force effective from its passage. Motion to approve was made by Charlie Meeker and seconded by Randy Melton. Upon a roll call vote of the Council all members voted aye and Ordinance 2020- 17 was approved.
A motion was made by Rex Anderson to add Ordinances 2020- 14, 2020- 15 and 2020- 16 to the agenda. Randy Melton 2nd the motion..All Alderperson present voted aye. Mayor Hall asked for discussion or comments on the City ofOzark Audit. She stated that copies had been sent by mail to each Alderperson. Mayor Hall asked for discussion or comments. Mayor Hall acknowledged findings have been replied to the auditors and corrective action is in place. A motion was made by Rex Anderson to accept the City of Ozark Audit and Ozark Randy Melton 2nd the motion. Upon a roll call vote, all Alderpersons voted aye, and the City of Ozark Audit was approved.
Christmas bonuses were discussed, and Mayor Hall stated last year part time employees received $50 and full-time employees received$ 107. 00 to make 100. Marla Ward paid each full-time employee a full $ 100 after taxes and with part time at$ 56 to make a full $ 50 after taxes. A brief discussion was made to give the bonuses again this year. Aerial Nicely recommended that reserved police officers should also make$ 100 bonuses instead of the$ 50 that was given last year. A motion was made by Randy Melton to accept Christmas bonuses and Charlie Meeker 2nd the motion. Upon a roll call vote, all Alderpersons voted aye, and the Christmas bonuses were approved.
A motion by Randy Melton to read Ordinance 2020- 14 Fireman’ s Pension and Aerial Nicely 2°d the motion. Upon a roll call vote, all Alderpersons voted aye, and Ordinance motion 2020-14 to Fireman’ dispenses with Pension the 2nd& was approved for reading. Mr. Barham then read the Ordinance. A 2nd and a 3rd reading and vote by title only was made by Randy Melton d dispense 2nd& by Charlie Meeker. Upon a roll call vote, all Alderpersons voted aye, and a motion to 3rd reading was approved. A motion was made by Randy Melton to approve and a 2nd was made by Brandy Flanary. Upon a roll call vote, all Alderpersons voted aye, and Ordinance 2020- 14 Fireman’ s Pension was approved.
A motion by Randy Meeker to read Ordinance 2020- 15 Volunteer Fire Department Pension was made and Aerial Nicely 2″d the motion. Upon a roll call vote, all Alderpersons voted Barham aye, and then Ordinance read 2020- 15 Volunteer Fire Department Pension was approved for reading. Mr. the Ordinance. A motion to dispense with the 2nd& title only was made 3rd reading and vote by by Randy Melton and a 2° dby Aerial Nicely. Upon a roll call vote, all Alderpersons voted aye, and a motion to dispense with the 2nd& motion to approve3rd reading was approved. A was made by Charlie Meeker and a 2nd by Brandy Flanary. Upon a roll call was vote, approved. all Alderpersons voted aye, and Ordinance 2020- 15 Volunteer Fire Department Pension
Aerial A motion by Randy Melton to read Ordinance 2020- 16 General Fund was made and Nicely 2nd the motion. Upon a roll call vote, all Alderpersons voted aye, and Ordinance motion 2020- 16toGeneral dispenseFund with was approved for reading. Mr. Barham then read the Ordinance. A and a2nd 3rd reading and vote by title only was made by Randy Melton dispense with by Aerial 2nd& Nicely. Upon a roll call vote, all Alderpersons voted aye, and a motion to Meeker and a2nd 3rd reading was approved. A motion to approve was made by Charlie by Aerial Nicely. Upon a roll call vote, all Alderpersons voted aye, and Ordinance 2020- 16 General Fund was approved.
Public Input by Richard Yarbrough asking that land he had purchased could have a sign on Walker Street to say” Cagle” Council will be looking into it further.
Announcements: All City Offices will be closed Wednesday, November 11, 2020 in honor of Veteran’ s Day. Offices will be closed for Thanksgiving, Thursday, November 26th through Friday, November the 27th.
Reminders: Curbside Recycling is the 2nd and 4th Friday of each month. Trash and Recycling will be on the same day, November 271h, due to Thanksgiving Holiday.
Randy Melton made a motion to adjourn and Charlie Meeker 2″d the motion. Upon a roll call vote, all Alderpersons voted aye, and the meeting was adjourned.
