MINUTES OF THE REGULAR MEETING
OF THE OZARK CITY COUNCIL
November 14, 2022
Ozark City Council Meeting Room
The Regular Meeting was called to order by Mayor Roxie Hall and upon roll call, a quorum was declared to exist for the meeting. Present were Alderpersons Rex Anderson, Brandy Flanary, Will Heffington, Charlie Meeker, and Randy Melton. Alderman Rusty Cagle was not present. Also attending were Mayor Hall, City Attorney Kevin Barham, City Clerk Susan Stevens, and Treasurer/ Deputy City Clerk Marla Ward. Rex Anderson led the invocation and Will Heffington led the Pledge of Allegiance.
A motion was made by Randy Melton to approve the October minutes and seconded by Will Heffington. Upon a roll call vote, all Alderpersons voted aye and the Minutes were approved. A motion was then made by Rex Anderson to approve the financial reports and seconded by Randy Melton. Upon a roll call vote, all Alderpersons voted aye and the financial reports were approved.
The Community Center reports that every Saturday and Sunday in November are completely booked. We are looking into Grants and/ or Programs to help furnish the exercise room with equipment. The walls in the Putt-Putt area have been painted, and all the holes have been assembled and painted. Clean-up and designs for each hole will start in the next couple of weeks. Holiday Events and Specials coming soon!
The Street Department reports that drainage ditches have been cleaned out in Pleasant Homes. Potholes are being repaired around town and the paving of Pine Tree Lane has been completed.
For the Fire Department, Nick Trotter reported that he and Safety Officer Jesse McDonnor completed the 16 hour Incident Safety Officer class in Rogers. He is continuing to complete annual vehicle servicing. He is also working on a training schedule for 2023 and updating Department Standard Operating Guidelines.
The Police Department reports 14 accidents, 80 reports, 31 arrests, 39 tickets, 66 warnings, 9 ordinance tickets, 3 ordinance warnings, 39 warrants served, 8 subpoenas, and 1 motorist assist. The following classes were held in October: Glock Armorer class, Desert Snow Highway Criminal Interdiction class, Johnson County Sheriff’s Department training, Crawford County Sheriff’ s Department training and a US Marshall’ s Task Force training.
Water Department Superintendent Tonya Talkington presented the Water Department Audit. There was only one finding of$ 69, 000. 00 that was designated for repairs/fixes. This money must be used or turned back in. The funds were received before she was hired for the current position so she was granted an extension for the use of the fiends. Aldermen Rex Anderson and Randy Melton agreed that it was a good audit overall. A motion to approve was made by Rex Anderson and seconded. by Brandy Flanary. Upon a roll call, all Alderpersons voted aye and the Water Department Audit was approved.
Item 3b on the agenda was cancelled as Mr. Chris Chancey telephoned and cancelled due to illness.
There was no public input.
Under announcements, CARDS will be enacting a$ 0.45 monthly price increase effective immediately. Extra bagged trash and boxes will be allowed during holiday weeks. The Ozark Planning Commission will be needing two new members beginning in January (including a chairman). Brandy Flanary volunteered for one of the positions.
The Ozark Christmas Parade will be December 10th at 6:00pm
A motion to adjourn was made by Brandy Flanary and seconded by Charlie Meeker.
Upon a roll call, all Alderpersons voted aye and the meeting was adjourned.
