April 11, 2022
Ozark City Council Meeting Room
The Regular Meeting was called to order by Mayor Roxie Hall and upon roll call, a quorum was declared to exist for the meeting. Present were Alderpersons Rex Anderson, Rusty Cagle, Brandy Flanary, Will Heffington, Charlie Meeker, and Randy Melton. Also present were Mayor Hall, City Attorney Kevin Barham, City Clerk Susan Stevens, and City Treasurer/ Deputy City Clerk Marla Ward. The Invocation was given by Mayor Hall and the Pledge of Allegiance was led by Susan Stevens.
A motion was made by Rex Anderson to approve the March Minutes and was seconded by Randy Melton. Upon a roll call, all Alderpersons voted aye and the Minutes were approved. A motion was then made by Randy Melton to approve the Financial Reports and was seconded by Will Heffington. Upon a roll call, all Alderpersons voted aye and the Financial Reports were approved.
The Community Center reported that Spring Break went extremely well. It generated $8100.00 in revenue in just that week. The Underwater Easter Egg Hunt was a success as well, with 150 children participating as well as getting to see the Easter Bunny! The Community Center will be closed Easter Sunday, April 17, 2022. The next project is for the installation of fire alarms in the Putt-Putt mini golf area. Rusty Cagle reported for the Parks & Recreation Committee. They had a meeting with the local pickle-ball players to resolve scheduling conflicts and have another meeting planned.
Mayor Hall presented a handout on the success of the Run for the Fallen. A thank you for the meal on Thursday night included: Rivertown BBQ, Ozark Chamber of Commerce, Grant Nicely & Family, Mayor Hall & Family, Larhonda Melton, Jane Tolbert, Barbara Garner, Sherry Timmerman, and Tonya Talkington. Friday’ s Breakfast was provided by Arkansas Valley Electric, Workman’ s I-40 Travel Center, Buzz and Pam Minshew, Holt’ s Veterinary Clinic & Southeast X Ray Inc. and Harps of Ozark. American flags were provided by the Ozark Rotary Club, Arkansas Valley Electric, and Randy & Larhonda Melton. Others providing help include Sara Rodrigues, Director , Ozark Area Chamber of Commerce, Chris Hoover, Field Representative from the office of Senator Tom Cotton, Michael Morrison, Field Representative from the office of State Representative Bruce Westermann, and Jesse Solley, Field Representative from the office of Senator John Boozman. Other local residents providing help were Daniel Elder, Rhonda Coleman, Morgan Shaffer, Aerial Nicely, Mayor Roxie Hall & Family, Buzz & Pam Minshew, Brooke Rosson, Tracy Lewis, and Barbara Garner. Our appreciation for the support of the local businesses and the community who lined the streets to show their support at the beginning of the Run. Mayor Hall was invited to be at the Closing Ceremony in Little Rock at the State Capital. We appreciate our Veterans and their families, and are looking forward to next year!
Spring Clean 2022 was also a success. Flyers were handed out and posted around town, as well as in the Spectator and on radio station KDYN. The information was also posted on local water bills for February and March as well as on Facebook. Eighty- nine citizens used the transfer station to dispose of their waste items. Fifteen Ozark High School Students of the FBLA Chapter along with their sponsor Ms. Lewis worked on Wednesday. Helping on Thursday were thirty- one members of the Beta Club along with their sponsors Ms. Fort& Ms. Middleton. Other citizens helping out included Alderman Randy Melton, Pastor Jacob Jones of New Hope Church, Joseph Yoakem, Jerry Banning, Ron Wright, the Ozark Street Department, Mayor Roxie Hall, and Office Kevin Dugan. A big thank you to the First United Methodist Church along with Clinton & Roxie Hall, and Randy & Larhonda Melton for providing meals on Wednesday and Thursday. The exit ramps on Hwy 219 and Hwy 23, 18th Street and Puddin’ Ridge were also cleaned, with more than 100 bags of trash picked up. It was noted that CARDS usually fills 2-3 trailers a week and the week of Spring Clean, they filled 6 trailers! Thank you to everyone involved. It has made a tremendous difference to our city!
Randy Melton gave an update on the ARPA funds the city has received. There are updates and changing instructions for the use of the monies almost daily. He will be attending another Webinar this Thursday for instructions on allowable disbursements.
Under New Business, Mayor Hall applied for and received a $2000. 00 grant for the local food pantry. Brooke Rosson reported on the USDA Grant received for the purchase of a Titan Leaf Pro & Attachments. This will be used to clear and/ or clean roadways, curbs, drainage ditches, etc. The total cost of the equipment is $59,244.60. The grant will pay 75% of this which brings the cost to the city down to $14,811.15.
Ordinance 2022-8 regarding the Water Department Customer Service Policy was presented. A motion to read the Ordinance was made by Rex Anderson and seconded by Charlie Meeker. Upon a roll call, all alderpersons voted aye and City Attorney Kevin Barham read the ordinance. A motion was then made to dispense with the 2nd & 3′ readings and proceed by title only. This was seconded by Charlie Meeker. Upon a roll call, all Alderpersons voted aye and Mr. Barham read the title of the ordinance. A motion to approve was made by Will Heffington and seconded by Brandy Flanary. Upon a roll call, all Alderpersons voted aye and Ordinance 2022- 8 was approved. A motion was then made by Randy Melton to enact the emergency clause and seconded by Rex Anderson. Upon a roll call, all Alderpersons voted aye.

A motion to adjourn was then made by Randy Melton and seconded by Will Heffington. Upon a roll call, all Alderpersons voted aye and the meeting was adjourned.
Minutes for the Ozark City Council Meeting held Monday, April 11th 2022 were approved and passed this 9th day of May, 2022.
