Ozark City Council Regular Session
August 12, 2019
5:30 p.m.

Mayor Hall opened the council meeting at 5:30 p.m. Present: Mayor Hall, Clerk Eveld, Attorney Kevin Barham, Alderpersons Anderson, Flanary, Holman, Meeker, Melton and Nicely.

Meeting was called to order at 5:30 P.M.

Caleb Martinez led the invocation and Chamber Director Elaine Rouser led the Pledge.

One correction was noted for the July Minutes, Melton made the motion for Polycarts, not Meeker.

A motion was made to approve the minutes and financials with this correction by Anderson, seconded by Melton. On a roll vote, the following voted: Aye: Anderson; Flanary, Holman, Meeker, Melton and Nicely.

Committees & Commissions Reports:

Meeker reported that the Budget Committee met and worked through Revenues. He said that they will pick up on Expenditures at the next meeting that will be scheduled later.

Mayor Hall reported that she, Devin and Steve Whiteaker had looked for a recording system for the meetings but decided to wait so the right choice would be made. A man is coming to look at our meeting room and help decide what would work best. Anderson requested notification so he could attend when the man comes.

Randy scheduled a Street & Water Committee meeting for September 26 at 5:00 in council chambers.

Susan scheduled a Police and Fire Committee meeting to be held August 27th at 5:30.

Aerial will set up a Parks & Rec committee meeting.

Ruth Hoffman then reported that the Planning Commission met and unanimously approved the rezone at 501 N 12th from R1 to R3. She thanked City Clerk Eveld for saving the city $500 by printing out the municipal code books and putting them in binders rather than purchasing them for $100 each from the municipal league. She reported that there was one resignation from the commission, Josh Freeman, and the commission is needing a replacement as soon as possible. She noted that there are two items already on the agenda for the September Planning meeting, which will be held September 5th at 6:00 p.m. The Bank is purchasing a lot and will put a parking lot on it, but it must be rezoned from residential to commercial. Also, the hospital is building a parking lot and it too needs to be rezoned.

Department Heads:

Cecil Zolliecoffer, Water Superintendent reported that the PV Contrack has been sent out for Manitou Mountain and there will be prices at $2.17 per 1000 gallons and a minimum water bill. He will bring those to council next month. He also had the water tanks inspected and updates were found to be needed. He also said they laid 20” lines by the new fire station. He was also happy to

report that he installed a working sink in the employee break room at city hall. Mayor hall stated that she felt it was unsanitary to wash our dishes in the restroom sink and was happy this is done.

Fire Chief Nick Trotter then reported that the alley behind the donut shop has been opened. He said that temporary repairs have been made to the brick work there and the opening has been sealed in the back to keep people out and safe. He said the total cost of the repairs was $2022.75 and he has contacted the owner for reimbursement. He said the new fire station is coming along and dry wall work is being done now.

Police Chief Devin Bramlett reported that last month they gave out 79 tickets, 83 warnings, worked 27 accidents and made 49 arrests. He reported also that the House Number Ordinance is in effect and the numbers must be 3 inches in height and at least two feet from the front door of each residence.

Street Superintendent Jody Sampley was absent, but mayor hall said he received bids back for the paving project on Hillbilly Lane and the bid was awarded to Blackstone. Other road repairs and overlays will be made within two weeks.

Mayor hall reported that the community center is offering a 20% promotional incentive for family memberships for the month.

She also reported that OG&E donated the LED lights on the bridge and donated 20 fans and all have been accounted for.

Old Business: None

New Business:

Ordinance 2019-16 Rezone 501 N 12th from R1 to R3. Property is owned by Randy Ellis. A motion to read ordinance 2019-16 was made by meeker seconded by Melton. On a roll vote, the following voted: Aye: Anderson; Flanary, Holman, Meeker, Melton and Nicely. Attorney Barham read Ordinance 2019-16. A motion to suspend second and third readings and to read by title only was made by Holman seconded by Flanary. On a roll vote, the following voted: Aye: Anderson; Flanary, Holman, Meeker, Melton and Nicely.

A motion to adopt was made by Holman seconded by Anderson. On a roll vote, the following voted: Aye: Anderson; Flanary, Holman, Meeker, Melton and Nicely.

Resolution 2019-17 allowing the mayor to apply for a park grant. A motion to read was made by Meeker seconded by Melton. On a roll vote, the following voted: Aye: Anderson; Flanary, Holman, Meeker, Melton and Nicely.

Barham read Resolution 2019-17. A motion to adopt was made by Anderson seconded by Nicely. On a roll vote, the following voted: Aye: Anderson, Flanary, Holman, Meeker, Melton and Nicely.

Fire: Austin day

Public Input:

Brenda Atkinson reported that the Shop with a Cop fundraiser golf tournament will be at the country club on Friday beginning at 11:00 a.m. the cost is $80 for a team of two.

Hall told citizens to go by the depot museum to see the updates done there.

Announcements:

Fall cleanup will be October 7-11.
