OZARK CITY COUNCIL REGULAR SESSION
August 14, 2017 5:30 p.m.
Mayor McNutt opened the council meeting at 5:30 p.m. Present: Mayor McNutt, Clerk Eveld,
Alderpersons Holman, Hall, Anderson, Flanary, Warden and Waters.
Waters gave the invocation and Holman led the pledge.
Mayor McNutt welcomed everyone and called the meeting to order.
A motion to approve July Minutes and financials was made Hall seconded by Holman. On a roll vote,
the following voted: Aye: Holman, Hall, Anderson, Waters, Warden, Flanary. No Nays.
No committees reported or Commissions.
Department Heads:
Cecil reported first and said he wants permission to take bids for a hydro-excavator. He said with so
many different utility lines underground, they must be hydro-excavated when there is any digging
involving waterlines. He said he will come back next month with more info, but the cost would be
approx. 40-50K, and he would pay for it from his capital equipment funds. He said he has around
$109,000.00 in the account. He is also still doing smoke testing. Holman moved to allow Cecil to
take bids, seconded by Brandy. On a roll vote, the following voted: Aye: Holman, Hall, Anderson,
Waters, Warden, Flanary. No Nays.
Next Jody reported for the street department. He said the sidewalk is complete on Gibson. He said
surveying should begin next week on the skate park and soccer fields.
Next Kevin reported for the fire department. He said he received bids on the roof replacement of
fire station one and the lowest was Verkramp from Charleston for $18,200 with $4000 for the bay
door addition. Anderson moved to go with Verkramp seconded by Hall. Susan stopped everyone
and said she wanted discussion. She said she felt this should be held off until next year. Hall said
there is a bad leak and the station houses 1.5 million in equipment. The original flashing was wrong
to begin with and water pours into the station. Eveld said the window frame has had to be replaced
three times already. Hall asked if we hadn’t look at this 6-8 years ago, and put it off then. Eveld said
that was correct. Anderson said he agrees with Susan and felt we should see where we are next
month. Mayor McNutt said there was a motion on the floor. Hall rescinded the motion. Hall asked
for a meeting with police and fire prior to meeting next month. A date was set for sept 7 5:00 p.m. at
the fire station. Kevin will see if Verkramp will honor the bid until September.
Devin then reported for the police department. He showed a slideshow of around 40 dilapidated
properties. He said these properties were abandoned or the owners were in nursing homes or
deceased. Often families do not want the deal with the properties and costs associated with upkeep
and walk away. Jeff said the council must pass ordinances on each property to decide on dealing
with them.
Next was cemetery records under old business. Harvey said he wants to wait until next month.
There was no new business.
Public input:
Lloyd Rauser wanted to know why these properties had been allowed to get in the shape they are in.
Jeff told him that each property had to go through “Due Process”, and it takes time.
A motion to adjourn was made by Anderson, seconded by Waters. On a roll vote, the following
voted: Aye: Holman, Hall, Anderson, Waters, Warden, Flanary. No Nays.
