OZARK CITY COUNCIL REGULAR SESSION
September 11, 2017
5:30 p.m.
Mayor McNutt opened the council meeting at 5:30 p.m. Present: Mayor McNutt, Clerk Eveld,
Attorney Jeff Phillips, Alderpersons Warden, Hall, Anderson, Flanary, Waters. Holman was absent
Flanary Gave the invocation and Warden led the pledge.
Mayor McNutt welcomed everyone and called the meeting to order. He asked the council and
audience. Mayor McNutt asked everyone to remember the Holman family at their time of loss.
Hall motioned to approve the minutes and financial statements, seconded by Warden. On a roll
vote, the following voted: Aye: Hall, Anderson, Waters, Warden, Flanary. No Nays.
No Committees or Commissions
Department Heads:
Devin reported that the dilapidated house owners have been sent letters and he will get with Jeff to
prepare paperwork for council to decide how to proceed on a case by case basis.
Next Kevin said he was going to an asbestos training class which costs $475 but will save the city
money as each home inspected for asbestos from outside companies costs $1000 each. He asked if
the council had decided about the fire station roof and they council chose to put it off for now.
Jody reported that the bridge on spring street was heavily damaged due to the recent flooding. He is
seeking a permit from the corps to repair it. He said there isn’t money in the budget to repair it so he
will need to have funds allocated for repair. He said the sidewalk from 64 to 23 design is 60-70%
completed. He said the cost to do the work on spring street will cost about $25,000.
Cecil has been working on the water issue but the water has passed all tests regarding health and
safety. It’s safe to drink.
The rain has caused the lake to stir up causing the discoloration.
Old Business:
Harvey reported that everyone agrees that we have funds available to hire CEM Surveying to do the
cemetery software surveying. He made a motion to hire Came seconded by Anderson. On a roll
vote, the following voted: Aye: Hall, Anderson, Waters, Warden, Flanary. No Nays.
New Business:
Terry Dictson reported that the A & P has three businesses in town who are not in compliance with A
& P tax collection and payment practices. She names the Hillbilly Inn, Super Donuts, and Southern
Grill as being delinquent or for not having paid at all this year. City attorney Phillips said after the A & P Commission reaches out to these businesses he will write letters to them formally requesting
payment before legal action is taken.
The city clerk will not issue a business license renewal if these or any business is in arrears of paying
their A & P tax.
Next Christmas lights were discussed. Mayor McNutt said that the south side of the square and the
cost would be $5637. A & P appropriated %5000 but we need $15400.26 to complete the project.
Mayor McNutt is asking for $7400 more to complete the project. Anderson moved to appropriate
$15400.26 seconded by Waters. On a roll vote, the following voted: Aye: Hall, Anderson, Waters,
Warden, Flanary. No Nays.
The was no Public Input. But mayor Mcnutt announced fall cleanup dates and electronic cleanup. He said the
sanitation contract is coming due and we need to go up for bids.
A motion to adjourn was made by Hall, seconded by Anderson. On a roll vote, the following voted:
Aye: Hall, Anderson, Waters, Warden, Flanary. No Nays.
