OZARK CITY COUNCIL REGULAR SESSION
Oct 8, 2018 5:30 p.m.
Mayor McNutt opened the council meeting at 5:30 p.m. Present: Mayor McNutt, Clerk Eveld, Attorney Jeff Phillips, Alderpersons Warden, Holman, Hall, Patterson, and Anderson.
First Mayor McNutt noted the vacancy on the city council and Jeff said the law says we shall appoint a replacement for the vacancy. He said a special election should be held.
David Mahon took the podium and said he is interested in the position. He said that he lives at 710 N 15th street and wants to be more involved. He has lived here around 11 years.
Jeff said dates need to be verified of a special election, so it could be included in an ordinance. A special meeting will be held next week, Tuesday at 5:30. Susan moves to have a special election seconded by Hall. On a roll vote, Aye: Holman, Hall, Anderson, Patterson, &Warden. No Nays.
Anderson moved to approve the minutes and financial statements, seconded by Holman. On a roll vote, Aye: Holman, Hall, Anderson, Patterson, & Warden. No Nays.
Committees- Roxie reported that Parks and Rec is waiting on information and will call a meeting.
Commissions: None reported
Department Heads:
Jody reported that the bucket truck was delivered today. He also said he has 80,000 left in paving sidewalks & drainage and needs to do ½ mile on river street to 7th street. Bids are due the 17th.
Susan asked if Jody has a list of streets to be paved. Jody has streets in mind. This section is the worse.
Patterson said hwy 64 through town is awful. That is a state highway though.
Nick has three volunteer fireman that needs to be added. David Warren needs to be re-added, and Dalton Lewis and Alston Day. Hall voted to approve fireman seconded by Patterson. On a roll vote, Aye: Holman, Hall, Anderson, Patterson, & Warden. No Nays.
Nick said he has used the turnout extractor washing 8 sets of turnouts after the fire at the health department.
He said he bought candy for Halloween for the fire station and hotdogs. They will be ready for people around 5:00 p.m. The fire department will not be on the square this year, but will be giving away hotdogs, drinks, and candy at the station one.
Cecil reported that he is required to hire an engineer to study the water tanks. One was builtin 1963, west of town and the other in 94 above the water plant. He said they need to be painted and cleaned. They would need to be out of service but could be done within a week. The one above the water plant would take about a month. He said this is past due and must be done. Holman moves to hire an engineer seconded by Anderson. On a roll vote, Aye: Holman, Hall, Anderson, Patterson, & Warden. No Nays. Council vote to rebid and has been done. Bids due Oct 19 at 10:00 a.m. a special meeting will be needed to vote for a service contract.
Devin next reported that Sept 27 he had 20 felony arrests and 48 misdemeanor arrests. Next, he said a new vehicle will be in patrol and the school resource officer would take his vehicle. Dalton Lewis joined on Monday. Hailie graduates in December from police academy.
Next Hall motioned to add main street to the agenda seconded by Anderson. On a roll vote, Aye: Holman, Hall, Anderson, Patterson, & Warden. No Nays.
New Business:
Sanitation Contract:
Ordinance 2018-14 was on agenda, it is a correction for the General Tax Levy ordinance that was not done at the last meeting. Jeff said since it’s an annual tax levy it only needs to be read once.
Holman moved to read ordinance 2018-15 seconded by Hall. On a roll vote, Aye: Holman, Hall, Anderson, Patterson, & Warden. No Nays.
Jeff read Ordinance 2018-15 and a motion to adopt was made no by Holman and seconded Hall. Sanitation Contract:
Next Area Agency spoke. Kelly Hopkins wants to be considered for funding in 2019 budget. She said she uses the funds for patience for assistance.
Bridge lights:
An asset to Ozark. Terry Milam works on the bridge and has since 2004 he has worked with city. He said the current lights are antiques now and collect water when it rains. They were not installed correctly to begin with. Dwayne asked if LED bulbs could be used and Terry said it was possible. He said the lights need to be cleaned and maintained also. He said he cannot do the installation.
Next main street gave a presentation. Chris Brockett showed pics of a bridge with color changing lights like what Ozark could have. He said they are working to develop an amphitheater. Bank OZK gave $15K for a cover for the Plaza but the cost to cover it will be around $45-50K. They can get 501C3 grant funds for up to $100k and hope to cover a 30X20 area.
They need authorization to bid. Holman moved to all the bidding for the job seconded by Hall. On a roll vote, Aye: Holman, Hall, Anderson, Patterson, & Warden. No Nays.
They will publish right away for the 30-day bid period and bids will be received in Sandy’s office. Warden moved to allow to advertise for bids seconded by Patterson. On a roll vote, Aye: Holman, Hall, Anderson, Patterson, & Warden. No Nays.
Holman then discussed the police car. Devin said an SUV would cost about $25K and to outfit it would cost approx. $8K. Holman wanted to discuss this ant the special meeting and moved to add it to the agenda for the special meeting on Oct 16. Patterson seconded the motion. On a roll vote, Aye: Holman, Hall, Anderson, Patterson, & Warden. No Nays.

Announcements: A budget meeting will be held at council chambers on Oct 29th at 6:00 p.m.
Suddenlink Cable line was cut during our construction, so they are working on getting a cost to repair that for us.
Next Tricia Todd asked if fans could be used in the pool area. Jody said we have a dehumidifier not AC and we cannot run the dehumidifier and fans together. They tried running fans and it got humid.
