December 2019 Council Minutes
CITY COUNCIL HELD DECEMBER 9, 2019
Mayor Roxie Hall called the meeting to order at 5: 30 p.m. Present were Mayor Roxie Hall, City Attorney Kevin Barham, Alderpersons Anderson, Flanary, Holman, Meeker, Melton and Nicely. City Clerk Sonya Eveld was absent.
Anderson moved to approve the minutes from the November meeting, and Meeker seconded. All present voted aye, and the minutes were approved.
There were no committee reports. Ruth Hoffman, Chairperson of the Planning and Zoning Commission gave a report concerning the commission’ s study sessions and ongoing projects with Bank of Ozarks and Mercy Hospital- Ozark. The nomination of Tom Forester to the Planning and Zoning Commission was presented to the Council, and uponMotion ofHolman and second by Flannery the nomination was approved.
Department reports for Fire, Police and Streets were not given. Cecil Zolliecoffer reported on the status of the Water Department and presented a list of excess property to be submitted for sale by closed bid. Anderson moved to declare the property excess property, to be disposed of pursuant to law, and Melton seconded. All Alderpersons voted aye and the motion carried.
No old business came before the council.
On new business, David Mahon, on behalf ofECCO Drum presented a request for sales tax refund and requested the passage of a resolution allowing same. On motion to read the resolution by Melton and second by Holman, all Alderpersons voted aye, and the resolution was read. Thereupon Melton moved to pass the resolution, with second by Homan. All Alderpersons voted aye and the resolution was passed.
Jason Fitzgerald of CARDS gave a presentation to the council. Mayor Hall announced through negotiations with CARDS, an agreement had been reached for the furnishing of poly- cart containers to city residents at no cost to the city or the residents. Mr. Fitzgerald announced an increase in trash rates pursuant to its agreement with the City of 3%. It was noted that accommodation will be made by CARDS for elderly or disabled persons with respect to the poly- cart only trash pick- ups.
Mayor Hall announced the employees of the month from each department as follows: Community Center: Kent Lane; Police Dept.: David Warren; Street Dept.: James Hicks; Fire Dept.: Shane Cooper; Water Dept.: Andy Murphy.
Mayor Hall announced that the free water bottles for members of the Community Center would available from 9: 00-6:00 on Wednesday, December 11.
MayorHall announced a tentative date for Budget Committee meeting on Thursday, December 19 at 5: 30 a.m.
Public comments were invited, and there were none.
There being no further business to come before the council, on motion ofHolman and second by Anderson, all Alderpersons voted to adjourn, and the meeting was adjourned.
