January 2020 Special Meeting Council Minutes
Special Meeting of the Ozark City Council Thursday, January 2, 2020
The meeting was called to order at 5:30 p.m. by Mayor Roxie Hall. The following council members were present: Rex Anderson, Susan Holman, Charley Meeker, Randy Melton, and Aerial Nicely. Brandi Flanary was not in attendance.
- Discussion of Christmas lighting
Mayor Hall called the Christmas lighting company to indicate to them that the city will no longer need their services. The owner indicated he would only reduce the current bill by 15- 20 percent. Discussion was made whether or not the city will continue to allow this service. The council asked Kevin Barham, city attorney, to review the information and contract with The Lighting Master Company. There will be more discussion during the regular January council meeting. There would be a recommendation from Mr. Barham during the January meeting.
- Discussion of City Clerk/ Treasurer/ Administrative Assistant Positions Resolutions
There was a motion by Alderman Holman to read the proposed resolution 2020- 1, seconded by Alderman Meeker. Roll call— Anderson, yes; Holman, yes; Meeker, yes; Melton, yes; Nicely, yes. Mr. Barham read the resolution. A motion was made by Alderman Holman to accept Resolution 2020-1 as read, seconded by Alderman Meeker. Roll call— Anderson, yes; Holman, yes; Meeker, yes; Melton, yes; Nicely, yes.
A motion was made by Alderman Anderson to read Ordinance 2020-1 on first reading, seconded by Alderman Holman. Roll call— Anderson, yes; Holman, yes; Meeker, yes; Melton, yes; Nicely, yes. Mr. Barham read the resolution.
Mr. Barham stated the city needed an emergency clause for Ordinance 2020- 1. Mr. Barham stated he would draft while the council waited.
Alderman Holman moved to amend Ordinance 2020- 1 to add the emergency clause, seconded by Alderman Anderson. Roll call— Anderson, yes; Holman, yes; Meeker, yes; Melton, yes; Nicely, yes.
Alderman Anderson made a motion to suspend rules and have Ordinance 2020-1 read by title only, seconded by Alderman Melton. Roll call— Anderson, yes; Holman, yes; Meeker, yes; Melton, yes; Nicely, yes.
Mr. Barham read Ordinance 2020- 1 with fourth section ( emergency clause).
Alderman Holman made a motion to amend the duties of the Treasurer to add payroll and payroll taxes, seconded by Alderman Anderson. Roll call- Anderson, yes; Holman, yes;
Meeker, yes; Melton, yes; Nicely, yes.
Mr. Barham stated we should follow the auditor’ s recommendation policy. A motion was made by Alderman Nicely, seconded by Alderman Melton. Roll call- Anderson, yes; Holman, yes; Meeker, yes; Melton, yes; Nicely, yes.
Mayor Hall will accept applications for City Clerk and Administrative Assistant for two weeks. The appointment for Treasurer will take effect during the January 13 regular council meeting.
There was discussion of how much to pay the City Clerk per year. It was calculated that 6,000. 00 per year would only allow for 12.5 hours per week.
III. Discussion of Budget
Alderman Meeker stated the Ozark Community Center revenue was already above budget.
Matching grants were discussed. The City of Ozark would pay$ 75,000.00 to the matching grant for wheelchair ramps, etc., at the city’ s parks.
Jody Sampley, Street Superintendent, stated the bid for the new truck was incorrect, the correct bid is$ 18, 400.00.
Discussion of salaries Discussion of street at new fire station. Fire Chief, Nick Trotter, suggestedpaving 10-15 foot with guttering. Mr. Sampley was unsure of the estimate.
Discussion of Mini Ex or vehicle for street department to be used by water/ street.
Four police officers are sharing two vehicles. It was indicated Ken’ s towing might be able to take one motor from one police vehicle and put in another police vehicle.
There was more discussion of salaries and” bumps”. A possible increase in pay for Brooke Rosson and making of department head. Discussion to be at next policy and personnel meeting about Mrs. Rosson’ s position.
Alderman Holman made a motion to adjourn, seconded by Alderman Melton. Roll call- Anderson, yes; Holman, yes; Meeker, yes; Melton, yes; Nicely, yes.
