October 2019 Council Minutes
OZARK CITY COUNCIL REGULAR SESSION
October 14, 2019
5: 30 p.m.
Mayor Hall called the council meeting to order at 5:30 p.m. Present: Mayor Hall, Clerk Eveld, Attorney Kevin Barham, Alderpersons Anderson, Flanary, Holman, Meeker, and Melton. Nicely was absent due to a work conflict.
Grant Nicely led the invocation and the Kevin Barham led the Pledge.
A motion was made to approve the minutes and financials with a notation that the Policy and Personnel committee did not meet last month by Meeker, seconded by Melton. On a roll vote, the following voted: Aye: Anderson; Flanary, Holman, Meeker, and Melton.
Committees& Commissions Reports:
The Budget committee was set to meet Sept 191h but postponed until the council meets with department heads regarding the Budget on October 24th at 5:30 in council chambers.
Mayor Hall asked Eveld to send out the Fire Department list of needs to be spent from the Bond Funds to council members to review before the Budget meeting.
Department Heads:
Jody reported that Sidewalk plans are complete, and it should be ready to bid out in a month or so.
The turn signal is in the works regarding the turn signal on 23 south. Susan asked why the soccer fields look bad and Jody said they are working to get the grass to grow and in the spring the goals will go up.
Mayor Hall asked council to come to city hall to see the damage that has occurred due to a water leak in the walls between her and Marla’s offices and the Conference room. The Line there must be from the factory days of the building. Mayor Hall is going to call Municipal league regarding pursuing an insurance claim on the damage. Melton said she should get a plumber in first thing tomorrow.
She said the computer is set up in city hall for the cemetery software and by December 1St the program should be ready to use.
Devin reported that he received a check for$ 2300 for the DFA grant he applied for. The BAC Machine is being programed and should be here Wednesday. He said it is drug take back week and people can drop off old prescriptions.
Cecil reported that the new dump truck is here and in use. He said they have been doing some tree removals for a program maintenance that has be ordered and he is testing valves at the West tank. It needs an upgrade. He said a hydraulic study is being done on the water system which should cost around $ 30K but can be done in house. He said he is budgeting it for next year.
He is also doing a pressure monitor near Butterball as their water pressure has been fluctuating.
Mayor Hall reported that the community center is having a 30% membership discount for October. She encouraged everyone to join pickle ball being held on Mondays and Wednesday’ s at 9: 00 a. m. and Tuesday evenings at 5: 00 p. m.
Jason Russell reported for the Fire Department and said the bay doors are in at the new fire station and by the end of November is the anticipated completion date. They had 67 calls last month and 5 wrecks on the interstate.
Old Business:
The Resolution amending the budget Ordinance is not going to be read tonight so it can be reviewed more.
The cemetery update Jody already reported during department head reports.
Next was the 2017 audit review. Mayor Hall called the councils attention to page four to discuss the
findings and supplementals. The ones listed under the Mayor were all there because contracts were not in place, but she assured the council no checks would be signed next year unless a contract is signed. Susan asked who had the finding for a conference. Mayor Hall said it was Keep Ozark Beautiful Jon Kurkendyll and Ashley Bonds.
There were no other questions brought up.
New Business:
Fireworks Ordinance 2019- 23
Motion to read was made by Meeker seconded by Anderson. On a roll vote, the following voted: Aye: Anderson; Flanary, Holman, Meeker, and Melton. Barham read ordinance 2019-23.
A motion to suspend second and third reading and read by title only was made by Flanary seconded by Melton. On a roll vote, the following voted: Aye: Anderson; Flanary, Holman, Meeker, and Melton Barham read by title only ordinance 2019-23. A motion to adopt was made by Holman seconded by Anderson. On a roll vote, the following voted: Aye: Anderson; Flanary, Holman,
Meeker, and Melton.
A motion to adopt the emergency clause was made by Meeker seconded by Melton. On a roll vote, the following voted: Aye: Anderson; Flanary, Holman, Meeker, and Melton.
Ordinance 2019- 24 was on the agenda but has been postponed.

Announcements:
Roxie commended the city for the clean up week and said we will improve on issues. She said this was a great clean up week.
She said the council members met with the public at the square gathering and gave out candy. She also said she had been contacted about selling the old city shop downtown and asked council members to be thinking about that.
Street and Water Committee will meet Nov 5th at 4: 30
Budget Committee will meet Oct 24th and on November 51h at 5:30 and Policy and Personnel will meet November 7th at 6:00 p. m.
A motion to adjourn was made by Melton seconded by Flanary. On a roll vote, the following voted: Aye: Anderson; Flanary, Holman, Meeker, and Melton.
Council adjourned at 6: 16 p. m.
